 The COMD

The Command Division (COMD) is WRR’s highest-level operational branch, responsible for leadership, coordination, and strategic oversight during all emergency responses. COMD exists to provide structure, direction, and organized control in situations where clear decision-making is crucial. This division ensures that every unit—ERT, TRT, and SRD—operates under a unified plan, follows proper procedures, and maintains safe, effective response standards. COMD is the division that turns individual responders into a coordinated emergency system.

 

COMD personnel are selected for their leadership ability, situational awareness, and calm decision-making under pressure. They receive specialized training in incident command, scene evaluation, multi-unit coordination, and emergency strategy. Their role is not to work the scene physically, but to guide the scene mentally—overseeing operations, identifying risks, prioritizing actions, and directing units where they are needed most. They ensure every incident is handled with discipline rather than reaction.

 

This division is responsible for determining which units deploy, how they are positioned, and what strategies will be used to resolve the emergency. COMD monitors radio traffic, communicates with dispatch, and manages updates between units to maintain full awareness of the situation. Their decision-making sets the tone for the entire operation, ensuring resources are used efficiently and safely.

 

COMD also serves as the link between WRR and any outside entities, whether that involves notifying authorities, coordinating with tow services, or providing structured updates. Their presence guarantees that communication remains clear and that the scene is run like a unified operation rather than multiple independent actions.

 

In multi-unit incidents, COMD evaluates risks, adjusts plans in real time, and ensures that each division—ERT handling the emergency, TRT controlling traffic, and SRD securing the environment—works together without interference or overlap. They ensure responders are safe, priorities are followed, and operations remain fluid and controlled.

 

The Command Division stands as the backbone of WRR’s organizational strength. Through leadership, structure, and strategic direction, COMD ensures every emergency is handled with the professionalism and coordination needed to protect both responders and the public. Their role turns chaotic scenes into orderly, controlled operations, making them essential to WRR’s mission and success.

What COMD Does

The Command Division (COMD) oversees, directs, and coordinates WRR’s emergency operations across all responding units. When dispatch receives a call that appears complex, multi-unit, or potentially high-risk, a COMD officer is notified immediately. COMD reviews the call details, incident type, roadway conditions, and available units, then makes deployment decisions. When a situation requires strategic control or unified leadership, COMD dispatches themselves to the scene to take command.

 

During response, COMD units travel with full visibility lighting and proper emergency roadway etiquette to safely approach the incident. Upon arrival, their first responsibility is to evaluate the entire scene. COMD determines where ERT, TRT, and SRD should be positioned, what hazards are present, and how the flow of the incident will be managed. They set priorities, issue directions, and ensure all responders on scene work efficiently without overlapping or creating additional risk.

 

COMD acts as the communication bridge between dispatch, field units, and any external agencies that may need to be notified. They monitor scene progress, adjust strategy in real time, and give clearance for lane changes, hazard removals, additional unit requests, or scene shutdowns. Their presence ensures every emergency is handled with structured leadership rather than chaotic decision-making.

 

If COMD is dispatched to an accident that was not requested by the victims—such as a witnessed crash, roadway blockage, or public report—they approach with professionalism. COMD will check on the individuals involved and ask if their assistance, coordination, or scene management is needed. If the drivers decline help,

 

COMD still oversees the surrounding area, ensures other WRR units operate safely, and confirms the roadway does not pose a continued risk to traffic.

 

Throughout every call, COMD focuses on leadership, safety, and operational control. They ensure teams have clear direction, emergency scenes stay organized, and hazards are mitigated quickly. Whether managing a multi-unit emergency or overseeing a smaller incident to maintain order, COMD provides the command structure that keeps WRR operations effective, safe, and mission-ready.
